Yes. Although private parking operators (such as ourselves,) can't issue fines, when parking in our carparks, you agree to a set of terms and conditions. Our breach notices are issued when you park in contravention of the conditions of parking, and charge a pre-determined fee. A breach notice isn't a fine, nor a penalty, but rather, a claim for liquidated damages incurred by the breach, including our enforcement costs and the reasonable fee necessary to deter breaches from occuring.
You should refer to the 'Important Notice,' conditions of parking as displayed at the carpark entry, as conditions vary from carpark-to-carpark.
We have a variety of options available to us, such as debt collection and/or civil proceedings, or towing the vehicle that the unpaid notices are against.
All appeals are considered on a case-by-case basis. However, appeals simply challenging the validity of the conditions accepted are unlikely to be accepted
